Adhesives are made with cyanoacrylate and cyanoacrylate needs moisture to cure. The adhesives don't dry they cure. The reason for telling a client that they would need to wait 24 hours before getting their lashes wet is because it takes that long for the cyanoacrylate in the adhesive to pull enough moisture out of the air to cure properly.
Using a nebulizer will cure lashes completely and then lashes can wash be washed immediately. This is helpful for clients who have irritation or burning from the fumes.
